maybe he is telling the truth. he might love you so much to the point where he has to leave you because your so important to him and he never wants to hurt you although he has. of course he will miss you if you’s are best friends. maybe just ask him what he wants between you’s because he is sending mixed signals :) let me know how it goes ! xx
